Recently we have seen that FIFA is not willing to implement new rules/technology this debate has been on going for sometime and tends to get more news in a "World Cup Year". All that said there is one rule I feel will make a big impact on the World Cup if it is not ammended, or the referees are not given stringent direction at the World Cup. The way it is interpreted world wide is very loose to say the least, The following videos show what I mean
Video 1: Japanese League, 1 player sets up the ball and looks ready to take the kick, he is by the definition of the rule in play by standing inside the 18(All players other than the defending goalkeeper and the penalty taker must be outside the penalty area), another player runs up from outside the 18 and takes the kick.
Video 2:Brazilian League, Fifa rule states (After the referee blows his whistle, which is the signal for the kick to be taken, the kicker must kick the ball in a forward direction. The ball must be kicked after a run-up by the taker, who may slow his run but may not completely stop once the run-up has begun. If the taker scores after violating this rule, the kick must be re-taken)
